Japan's population decline, low birthrate and aging population
According to the government's population estimate (October 2019 report), the total population of Japan in 2019 was approximately 126.14 million, a decrease of approximately 300,000 from the same month of the previous year. The population has been declining since 2010 and has been declining for about nine consecutive years.
Also, the number of children under 15 years old decreased by 1.3% compared to the same month last year, and the population between 15 years old and under 64 years old decreased by 0.59%. On the other hand, the population over the age of 65 has increased by 1.01%, and the declining birthrate and aging population are also advancing.
Therefore, the government expects foreign human resources as a new workforce.
Current status of foreign workers
According to the Ministry of Justice, the number of foreign residents in Japan as of the end of June 2019 was 2,829,416, which is already a record high, increasing by about 100,000 compared to the end of last year.
There are various industries, but among them, the rate of increase in nursing care is about 1.7 times, and it became clear that the residence of foreign residents is mainly concentrated in urban areas. I am.
What is the status of residence "specific skill"?
To date, Japan has been making efforts to improve productivity and secure domestic human resources in order to respond to the growing labor shortage in various fields such as SMEs.
The status of residence “specific skills” is intended to accept foreigners who have a certain level of expertise and skills and are ready-to-use in the field of industry, which is in a more serious situation.
Status of residence
There are two types of residence status "specific skills".
・"Specific skill No. 1"
Residence status for foreigners engaged in work that requires skills that require considerable knowledge or experience belonging to a specific industry field
・"Specific skill No. 2"
Status of residence for foreign nationals who are engaged in work requiring skilled skills belonging to a specific industry field
About the field of acceptance of foreigners
The fields for accepting foreign nationals with specific skills are the fields in which it is still difficult to secure human resources even if efforts are made to improve productivity and secure domestic human resources, and are defined in the following 14 fields.
